He says he hobnobs with Royalty, civic leaders, diplomats, police, army and naval officers and adds that he is the ‘most credible and reassuring person to make Thailand his home’™.   American Drew Noyes is a man of many parts. He has claimed to be a lawyer, a real estate developer, a stock-broker, a journalist,  a dedicated family man and a man enraptured with Thailand. But now the social networker and newspaper publisher is mired in controversy.  An old newspaper investigation into his time in the realty business in the United States has come to light. His credentials have been questioned and to cap it all he has put a picture of himself and the American Ambassador to Thailand on an internet dating site where he has been looking for Filipinas to bring to Thailand.  ‘“ Andrew Drummond reports

It’s hard to believe that a small ground floor office along Thepprasit Road in the be each resort of Pattaya is the centre of a media empire housing Thailand’s biggest selling English language newspaper.

It’s also difficult to believe this building houses the ‘biggest advertising and promotions agency in Thailand’, a stock-brokerage, a law office, a property company, as wll as the Pattaya Times, an English language newspaper ‘with a circulation of 500,000’ about ten times that of the Bangkok Post.

But these are all claims made on the internet by Drew Walter Noyes, who describes himself as the ‘most credible, friendly, reassuring professional to make Thailand his home’.

Drew Noyes says he mixes with the best. Take this for instance in July this year on Twitter.

“Just saw Yinglock (sic) here at the Intercontinental Hotel Bangkok when I’m with the US Ambassador for Independents (sic) Day celebration. I gave her’¦.’  At this point he ran out of words”.

Noyes clearly likes to see his name associated with the United States Ambassador to Thailand but it now seems he may have drawn too much attention to himself by posting the picture of  himself and Ambassador Christie Kenney (at a Thai ‘Jelly Belly’ sweet factory) on an internet social networking site.
Not only that, but on, which the New York Attorney General Andrew Cuomo described ‘as one of the worst social networking sites I have ever have ever encountered’  Noyes is seen to be advertising for Filipinos for his Pattaya office to replace Thais, who have left his employment.
Currently he has two Filipinas in his employ.

The ‘Tagged’ site gained notoriety a couple of years ago in a child porn scandal. Pictures of children as young as five years old being abused were allowed to stay up on the site for months.
But up there on the net too are pictures of Noyes with senior police in Chonburi and the Pattaya Immigration Department, a Thai senator, and the Mayor of Pattaya, Ittipol Kunpluem whom he describes on the net as ‘my best friend.

Unless they have a keen sense of irony, the members of Tagged appear to be lapping him up.

‘Wow I think you smart man’™ comments Katsarina R.  ‘You look nice she says again below a picture of a pallid Mr. Noyes with a police officer and Thai senator. Others called Premyuda, Champagne and Richana join in. 

On the site Mr. Noyes has revised his age downwards from 55 to 46. He says his status (married/single) is ‘complicated, and claims he is in Newport Beach, California, one of his old stomping grounds, though, of course, he is in Pattaya.

But now in the wake of his activity on the the web comes a series of relevations about his controversial past.

An pre-internet American newspaper investigation into some of his activities in the United States has been leaked to selected ‘Foreign Correspondents’ based in Thailand.
The article appears to demolish his track record in real estate, and share-trading.

Drew Noyes the Real Estate developer

First is his claim that he is an authority on real estate.  In Thailand he owns Noyes Realty. But while there is no doubt he was also involved in real estate in the United States, just what he did in the business there is the subject of some controversy.

The following certainly looks impressive on the biographies he has put up on the net relating to a US$175 million redevelopment project on Carolina Beach NC.
First a commendation from the Mayor, well probably not.

‘During his tenure as leader of the Downtown Redevelopment Committee he and a group of his investors acquired all of the condemned properties on the oceanfront of one end of the Boardwalk.  Drew Noyes spearheaded the redevelopment of the historic Boardwalk by initiating redevelopment of the entire south end where the first major hotel, a Marriott is now built and many upscale businesses, coffee shops, gift shops and bars.  He acquired additional adjacent properties to create two municipal parking lots for the town’.

But the people of Carolina Beach, North Carolina, have a completely different take on the his role in the property business.
An editorial in the Wilmington Morning Star in April 1995 stated: 

“The case of Drew Noyes serves as a reminder that people aren’t always everything they seem to be…….Read this below

Luckily the good citizens of Carolina Beach cottoned on to his charade but not before, acccording to the Star, he had banked US$80,000 in initial start-up costs which lawyers were still chasing him to return when he did a bunk to Pattaya.  

But, to coin a local expression, the sugar cane had already entered the elephant’s mouth.

Scott Gold by the way is the reporter who did an expose for Morning Star. So what did he find out?
Well more than a few guys did not like the cut of Drews Noyes jib apparently.  Take the following:
‘He is a very scary guy,’ said Greg Walker, a Newport Beach, California, whose investment-brokerage company accused Noyes of stealing its customer lists.
The last thing anybody wants to do is give him a lot of money.’
Perhaps funniest of all though was Drew Noyes’ claim that he was a Director of the State Fair in Knoxville Tennessee for three years running from 1980-83. 
As Gold reported himself: ‘His only activity there was to once help a friend open up a rib stand’.

Drew Noyes also claims that he is a ‘SEC Registered/Licensed Investment Banker, stock broker, commodities trader’. 
And this is what he says in an article in the Pattaya Times headlined: ‘American Drew Noyes 14 Years of Service in Thailand for His Majesty King Adulyadej Bhumibol.
Elsewhere on the net he claims:
Well he’s obviously not one of the few people in the world with  US SEC Series 7 and 24 certificates. But he long since been taken off FINRA list of qualified brokers.

And while the thought of Thailand summonsing his help in a crisis is indeed a romantic one, but it is not true. Not least because the National Futures Association, the watchdog body governing people who sell these shares had actually withdrawn the registration of ‘Drew Walter Noyes’…(and the Bank of Thailand has never heard of him)
That may have been, according to another allegation in the Morning Star, because Noyes has been ordered to pay back US$25,000 for selling bogus shares to one of his customers and that with interest now totals US$72000.
The NFA warns people not to deal with people who are not members of the association.

Until the beginning of this month Drew Noyes claimed on that he was the “ONLY American lawyer certified to practice in Thailand”. After this was questioned he amended that to say he was the only American certified to manage licensed Thai lawyers in Thailand. When this was also challenged he removed the reference completely.

He also removed this part of a revolving advert on a Thai forum called, run by an East Londoner called Eric, aka Dirty Dog.
Similar claims are still up on the net but this one below was removed this week.
And replaced with this one below.

He may have to change it again.
Noyes answer to all this is: ” I have never claimed to be able to practice law in Thailand. I am however allowed by the Treaty of Amity certification authorized by the Thailand Department of Business Development to be a legal consultant and am educated and a person learned in Thai law as it pertains to foreigners in Thailand. Our attorneys practice law.

 “A lawyer, according to Black’s Law Dictionary, is “a person learned in the law; An attorney, counsel or solicitor; a person who is practicing law,” he added.

(Had he read on he would have read that even in the United States the expression is not used to even cover para-legals, if that is what he is claiming he is)

He even claimed falsely above that he is a member of the American Chamber of Commerce’s Law Committee.

He does not state how he is learned in Thai law or any law. But a spokesman for the American Chamber of Commerce says he is not on their Law Committee as he claims (above) but ‘ as a member of AmCham he is welcome to attend if he wishes’.  

Since this article was first published Noyes membership has expired.

Drew Noyes the journalist
In the eastern seaboard of Pattaya no-one actually requires an educational or journalistic qualification to be a journalist on an English language newspaper. The ability to speak and read English will suffice.

And newspapers in this city are inclined to exaggerate both their awards and actual numbers of readers.

This for instance is the circulation of the Pattaya Times he is claiming in the American Chamber of Commerce members directory.

 Drew Noyes says he has a bachelor’s degree in journalism from the University of Tennessee.

Noyes said he moved to Thailand for the following reasons. Here he is writing in the third person.

 “Drew fell in love with the majestic beauty of the people, the exotic culture and the diversity, tolerance and kindness in Thailand and decided to make Thailand his home. He stayed in Bangkok to establish a business under the Treaty of Amity between Thailand and the USA. 

“That year Drew became enchanted in Thai language, culture and the Thai society. The loving way Thais take care of children and the elderly touched his heart. Drew married a warm-hearted Thai lady.”

However he is separated from the warm-hearted lady with whom he had four children, and living with another with whom he has three, and he has had  one or two more in between.  He did not learn Thai.

When he arrived in Pattaya, skipping a number of cases brought against him in the U.S., he gravitated immediately to the city’s sex trade.

He first opened a bar in Duck Square and later opened up two bars in Soi 2, Beach Road, one was called the Lollipop another the Zebra Complex.

More recently Noyes, when not editing, advising or investing, has been trawling internet social networking sites, including a short spell on ‘ Hi-5’™ and much longer one on ‘Tagged.

Last week, after it was revealed here that Noyes was being sued for calling a Dutch children’s entertainer and popular seasonal Father Christmas a drugs trafficker, a number of people contacted this site to complain about his services.

An American couple got nothing for the small 100,000 baht, they said, they gave him.

They were intimidated, they said, when during an argument Noyes said he would call in influential people. He makes these threats openly and by email.

And as the pictures he posts on the internet show Noyes does like to put it around to show everyone whom he knows.

This article is published as a warning to foreigners not only in Pattaya but also Thailand generally. As in any country you are targets of local businessman but here in Thailand especially you are also targeted by foreigners.

The fact that a foreigner is working running an estate agency, or law office, or even a newspaper, and has the gift of sweet talk, does not mean that you will get any sweetheart deals. More often than not it means that the rate will be more expensive and you may never be able to find out what you are paying for.
I am not saying Drew Noyes does not have ‘satisfied customers’ but people are entitled to know who they are dealing with.
In this case what is worrying is of course the claim of threats made to involve influential people. But there is no evidence that any’ influential people’ will support him or that these threats have been carried out.
Pay extra and use reputable firms with Bangkok offices. It will end up cheaper in the long run. Use international or well established Thai property firms. If somebody says they have helped 1,000 people they may have just helped relieve them of their cash.
Be especially cautious about ‘friendly’ lawyers at ‘Expats Clubs’™ they are there for a purpose. Some are looking for the gullible. I have complaints from all parts of Thailand on this score. There is nothing wrong with Expat Clubs, just be careful about whom they attract.
Check, not with your Embassy. Your Embassy is not a free advice service, but ask the Embassy’™s local representative. He will often be a local resident, familiar to many of the scams and who is carrying them out. He will not tell you officially, but if he trusts you he might do you an off the record favour.
Foreigners in Thailand are losing billions in deals with duff lawyers and property dealers. Don’™t be another victim!

Should anyone wish to read the real Morning Star newspaper in Wilmington, which is the oldest paper in North Carolina, it is has now merged and they should however go to this link.  ‘Trouble Follows Developer – Pages 1 and 3.Their story is real enough, though Noyes has variously claimed he sued and the paper paid damages, or it was an April Fool’s Day joke.     Any reason?
    What about the claims to have been invited by Thailand to deal with the Asian monetary crises of the 90's? More false declarations or is there any truth on Mr. Noyes site?

The thing that amazes me is that with all this stuff out there, what on earth is the American Ambassador doing, allowing herself to get involved and being photographed with this lowlife. I recall a similar scenario in one of your other pieces, where the British Ambassador was photographed with some extremely dodgy ""gentlemen"" from boyztown. Does nobody brief these diplomats? Jeez!

    Forums run endless posts about expats being stiched up by Thais, but almost never mention the farangs targeting their own people.

    I have no idea how this guy continues to get away with it!

  7. I assume that you do own a flak jacket and kevlar helmet?. I think a few teddy's are going be thrown out of prams!. An awful lot of peculiarly qualified people seem to hang around Pattaya.

  8. Are you saying there is no way to stop this?

    Is it possible to contact those people who are looking for him in order to help them find him? What about gathering names of those who have been flim-flamed; is this not illegal to do in Thailand? Having this information may be just what is necessary to neutralize or even trump those favors he has ""… due to…"" him. Though it very doubtful that those favors even exist, it is more likely that he owes others favors not vice-versa.

    As you know, the more people that honestly say something has taken place outweigh the one voice that denies it ever happened.

    It would seem that influential persons in Thai Politics (or other positions of respect and authority) would not want to be associated with anyone, particularly a foreigner, of ill repute. When the truth comes to the surface respectable people will distance themselves from him as has happened in the past. Theoretically, would this not at least curb his activities in Pattaya? He

    Would any of these avenues help that Dutch children's entertainer in his pursuit for legal intervention. When a person, supposedly knowledgeable of Thai Law, intentionally slanders and/or libels an individual it should not go checked.

  10. This is my among my favourite Drew Noyes stories. I take it to be true as it's been printed in a newspaper and everything.

    It’s incredibly that BP, whilst “considering� this amazing device, didn’t see fit to implement it at the time.

    I mean they actually REQUESTED Noyes’s company to submit it. It says so right here in the, er, Pattaya Times article.

  12. I love the one about Drew doing Parachute training.

    The reality is that he went with 50 others to the Queen's regiment base on a tour for people who had helped buy computers.

    Anyone who wanted to jump out of their training tower could do so(includion several 10 year olds) and got a 'certificate' saying that they had jumped out. Actually Drew chickened out.

  16. Hi Andrew, I'm sorry but the more I read into this bloke the more I think he should be doing a 3 – 15 year stretch for Lese Majeste. There are some claims about his past affiliations which are clearly damaging now that the truth has come out.. I think he needs to be put in his place before he is allowed to charm any more innocent people.

  20. His usual game of trying to hide behind powerful Thais who don't yet understand his game, but not mentioning names. He is guilty for what he is accusing others of. He does not yet understand the severity of bringing false evidence to a court. It's as serious as libel for which he is himself in court at the moment. Time to unite all the victims of this ""chidee guy"".

    To set up your own site and call it to deny the oldest North Carolina newspaper ever existed shows how depraved sociopaths are when confronted with the truth. To be exposed is the worse fear sociopaths have so lets get on with it. I heard that All people he is in a picture with WILL receive copies from all the articles exposing his character. All articles are saved and so is the ""conman comes to Pattaya"" article which appeared a few years ago on the internet. By involving more and more officials it appears Drew is digging a hole so deep he will end up in Colombia:)

    As you are still open for business it must be another website!!

    (He published my address and links to picture of my 3-yr-old daughter, made allegations of sexual abuse then invited Thailand's boiler room boys to come in and sort me out)

    Needless to say I have never claimed Dirty Dog, Eric Broder, was a Leicester Uni teacher. Its a case of chalk and cheese.

A poison pen letter very succintly outlining his past, in Thai, along with the relevant articles and other documents with Thai translations, delivered to his Thai ""friends in high places"", may prove useful. Pretty sure the Thai officials he claims are his good friends would think twice about getting close to a person with a fraudulent and questionable past.

  27. I have know Drew as a friend and founding member of the Optimist Club of Pattaya City and still a member of the ""Friends of Youth"" club. I have been a salesman and marketing executive for 40 years and one of the traits that is accepted by most of us is called ""puffery"". Drew does a good job of it and Pattaya Times gives him a vehicle that most sales people wish they had to drive business through the door.

    I have spent many hours in his office and never have never seen any inappropriate behavior towards the staff and he sits in a glass room where he can be viewed and cannot close any curtains but only the glass door for privacy.

    A very wise mine once taught me to ""praise in public and criticize in private"" I recognize that by posting here I am putting a target on my back for you to shoot at, go right ahead.

    Some things in my past I may not be proud of but most things I am, being a friend of Drew's has allowed me to help other friends with worthwhile advice that Drew gives freely when he has the time.

    What you term ""puffery"" others may very well validly call misrepresentation, if not outright fraud, lies and distortion.

    Mr. Noyes represents himself as holding or having been conferred with qualifications that he apparently simply does not possess. The only 'evidence' offered of these claims are links back to his own claims that he holds them in many instances.

    That's not ""puffery"", that's deceit.

    Glad to know that Drew lives in a glass cage. However I have spoken to ex-staff whose accounts are in variance with yours.
    Jonah the whale is correct. There is a difference betwen flam and fraud.

  30. An example of outright lies cf. ""puffery"" is apparent in his own blog where he states…..: ""International Law Association JDSupra of legal professionals recently admitted Drew Noyes as a legal professional to this esteemed legal association.""

    Calling JDSupra an ""esteemed legal association"" is most certainly ""puffery"", subjective at the least, however suggesting that it is in any way a body with the ability and standing to 'admit', confer or recognise legal qualifications is a complete misrepresentation — it is in fact simply a website that anyone, with legal quals or not, is free to join.

    So not only hasn't JDSupra conferred Noyes with anything it simply can't. Yet he himself states that: ""See the announcement on the professional website of JDSupra Law Association"".

    Of course there is no such 'announcement', the link provided simply goes to a profile that he himself has posted. So, again, that's not ""puffery"" it's a complete an utter lie/fabriacation/distortion, clearly intended to deceive (although quite who it's intended to deceive is open to question, being that it's so blatantly, obviously, a fabrication… Maybe it's simply Noyes attempting to fool himself!?).

  31. Just read a free copy of the current Pattaya Times newspaper. Looks like I like many others have been tricked by this ""American lawyer"". Last year I purchased a property and was convinced by Drew Noyes to not put it in a Thai company name but instead do it the way that ""the Thai government approves of"" and put in my girlfriends name, then record a lease and a mortgage at the pattaya property office. Asked why everybody else did it in the company structure he told me that he had ""heard from the top"" that these people were all about to lose their properties as this was illegal.He was very convincing. The current issue of the Pattaya Times in an article by Wittiya Yensabai and with quotes from Drew Noyes himself states that the ""Land office have confirmed that foriegners can own a dormant company"" in complete contradiction what he told me in his ""law office"".It also says in the article ""The only way foriegners can buy a home on land in this district is to buy the property in a Thai company name,""He charged me about 3 times what i was quoted by Thai lawyers but at the time I thought I was doing the right thing. Now I realise he has tricked me. I would have prefered to have it in my company name but it is effectivly owned by my Thai girlfriend and while our relationship is currently solid, who knows what the future holds.I might sell it and start again.He told me at the time they did this procedure everyday so I wonder how many others have been caught up in this scam. I will be visiting his office next week so if there are others in the same predicament as me maybe we could organize and approach him together.Will let you know the result.

Property for sale at steep discounts' are a list of properties which he claims are his. They could be in company names, wives etc. Why dont you ask how HE does it?
    The problem about scams on foreigners in Thailand is invariably in the spiel. When they come to getting their documentation its nothing like they are promised, but its in Thai of course and many do not check.

  33. There is a large block of Thai-style apartments behind Drew Noyes's Keha building office on Theppasit Road. Drew claimed that these were government-funded apartments built for low-income Thai citizens, but due to Drew's amazing connections with the Thai government, he could legally sell them to foreigners at ""a steep discount"" (naturally — it was public housing built for poor people!) I passed on the deal, but I understand that a number of foreigners did take him up on the offer. It would be interesting for them to speak up about how happy they were with their purchase.

    Seriously this is a psychopath not a sociopath. Sociopaths are clinically diagnosed as being disorganized and impulsive, often making extreme responses to otherwise normal situations.

    Psychopaths on the other hand are usually highly organized pathological liars who delight in manipulating people around them. Both have no empathy or remorse for what they do or the damage they cause. It is always about themselves.

  42. Yes, my wife is the treasurer and membership secretary of the PCEC. Just to set everyones mind at rest, they have a regular audit to ensure that the finances are correct. She does not have anything to do with the organisation of main speakers.

    Not so simple Les, the club constitution also explains the reason for the club is to advise the members of unscrupulous businesses in town, even if the are run by an not appointed ex chairmen.

    Article 4 (viii) If a Board member lies to the Board or publicly to the Club membership, or deliberately disrupts any business of the Club or Board, indulges in any comparable and serious ‘ungentlemanly conduct’, such as making comments that are deemed racist or being culturally unfriendly towards our host Country and their Government, or the committing of unethical business practices in their own companies, that Board member will then face dismissal. What about past chairmen?? Expants for Expats, keep it up.
